To be clear, this is not a Guild rule, but my opinion on how looting should take place during HC raids:
All Bind On Equip (BOE) items whether they are Green/Blue/Purple Epics are fair game for people to roll on them. Personally I would rather see more people just roll Greed. But the key point is all people in the raid have a fair chance to roll on it even if you have to do a /random 100 after the roll is done for people that did not get chance to roll on it. All BOE can simply be traded to the person who wins with the highest roll.
All Bind On Pickup (BOP) item whether they are Green/Blue/Purple should be rolled NEED if you can actually use/equip the item and its a upgrade from what you are wearing. Otherwise, please just roll Greed.
Please also dont roll NEED on your set items that are not for your class because that is a Ninja. For example a Warrior should not roll on the Dreadmist set. Another example is if a set item for a Warlock drops but no Warlock is in the raid. Everyone can roll Greed on it. Whoever wins it can do whatever they want with it. Personally as your GM, I would like to see you pass it on to a high level guildie of the right class if its a BOE item.
There are some special cases. For example, a Feral Druid that can use some of the Shadowcraft pieces. In this case, lets make sure you ask the Rogues at the beginning of the raid that its ok. The Rogues should get first priority then the Druids.
For people that dont know their set items, here is the generally accepted list (Tier 1,2,3):
Warrior = Valor, Might, Wrath
Mage= Magister, Arcanist, Netherwind
Priest=Devout, Prophecy, Transcendence
Hunter=Beaststalker, Giantstalker, Dragonstalker
Rogue=Shadowcraft, Nightslayer, Bloodfang
Paladin=Lightforge, Lawbringer, Judgement
Warlock=Dreadmist, Felheart, Nemesis
Druid = Wildheart, Cenarion, Stormrage
Again, in all HC raids, lets be tolerant of guildies that make an honest mistake.
If you are in a raid with HC guildies and some pickup people, please remember to explain the loot rules to them so everyone understands up front. Remember, some people may not be on Ventrilo like us.
Feel free to send me your feedback if you agree or disagree with these method of looting.
